1. I would say it probably wouldn't do much. Might just phase through him, or who knows, maybe 106 is just completely unblinking

2. They probably wouldn't want to take any chances on terminating an SCP for no good reason.

3. May have something to do with the fact that they are former extremely high level MTF personnel and know all the ins and outs of the foundation.

4. It might have its own conscience, it might be completely random, who knows?
