Concrete needs AIR to be held together, so if 173 is an endless vacuum then he would actually just crumble.

SCP-049's touch actually only makes organs cease to function, and then he uses tools from a bag called SCP-049-1 to do a crude surgery on them, and then they animate as an instance of ACP-049-2. SCP-999 doesn't have the vital organs necessary for SCP-049's touch to disable. Not to mention since he's basically an amoeba of pure joy, I doubt there's any reason SCP-049 could say SCP-999 has the pestilence.
