The solution is for OPD to setup bait cars and stage anti biping units with jump out boys to put guns in the face and apprehend bippers. Start with OAK airport gas stations.

A movie theater near the freeway had problems with busted windows and stolen iPads and they found them using the wifi because they were left on and inside the cars

On Amazon there bag called Faraday bag by Mission Darkness, in which, when device in the bag it blocks all signs.
