You're actually doing this the long way. If you hit the send button and copy a picture, you can go to another iPad/iPhone (With same iCloud) and paste it regularly. You can copy and paste text between devices also

Cool but pointless considering if you’re signed in with the same account on both devices then the photos are already synched with the iCloud account on both.

I need to transfer pics between 2 identical iphones without using icloud. When I transfer photos with airdrop it erases the caption from the photos and/or videos. It doesn't make sense.

Idk why but for me it loads and never actually pastes it which is odd bc I have a pretty decent wifi
