Kursi is chair and Arsh is throne. In Arabic that's how we define it and think of it. Imagine it like this in human terms: the throne INCLUDES the chair, the marble platform its placed on, the steps leading up to it, the decoration on and around the chair and platform, the section of the hall it's in, etc.
