The one thing I've had explained to me about this subject, is that GOD doesn't decide so many people are going to Heaven and so many are going to Hell.

GOD picks us in accordance to his knowledge that we will pick him, he doesn't just sit in Heaven saying you're going to Heaven and you're going to Hell.

He gives people life or death according to the wishes of their heart.
