Verify: Did Democrats vote against a plan to pay government workers during shutdown?

A viewer asked KHOU 11 to verify whether Democrats voted against a plan to make sure government workers get paid during the shutdown. So we looked into it.

Not once but three times they voted against paying federal employees... who cares if the government was shutdown. You can still pay your employees.

That wasn't clarification it was spin! The simple answer is YES the Republicans voted to put money in the pocket of furloughed workers right now until an agreement was reached and dems voted against it!
Why can't you just say that?
