One thing to add on is that the tariffs on Chinese imports actually hurt US companies more than Chinese companies since these US companies assemble their products in China before shipping back to US market. The tariffs don't really hit Chinese companies since there are very few Chinese brands in the US.

The simple solution is to apply a minimum tariff to ALL manufactured goods (say 15%) no matter country of origin with the tariff revenue paid out equally to all adult citizens annually.

Some of the tariffs are meant to be a negotiating strategy in the China trade deal, also it's a national safety issue, its best to sustain certain industries within the country which would be needed if we ever engaged in a large scale war with China or any other country. Some of the Trump policies are military policies and not economic policies.

What Wolff (and other economists ) ignore is the impact of manufacturing generally on environment. Steel is a particularly rough example producing many tons of waste gasses while simultaneously leaving mine tailings in huge piles polluting water resources in the process. So he's right about his economic analysis, but a better economy always destroys the earth at a faster rate. Therefore what we need is wage and price controls to direct human effort into benign activities. What difference does it make if Global Warming kills us and we are happy consumers driving new cars or broke disenfranchised members of growing surplus populations? We all end up just as dead, and able to point at the same culprit.

The key take-away is that tariff is paid by the importer, that is American business owners and consumers. So the billions of dollars of tariff Trump has been talking about, is just another tax American people have paid.
