Please check the pairing, as far as I remember sequence 1 is not involved in pairing. Pairing occurs between 2-3 and 3-4 only.

As u decribed in video when there is high conc of trp then uracil rich sequence will make RNA POL fall and thus inhibition in transcription of further structural genes..why this is not occuring when trp conc is low....Why it's not making RNA pol fall..
