This is probably the best Luffy fit in the series IMO, black shorts just look really good on him idk

Usopp's cape was to hide his clothes so nobody would know it was him
also, he only started wearing it after aqua laguna started up, so it probably kept his gear dry
alsox2, his cape and mask were a cobbled together outfit, taken from what he could find on the train.
