Shimo is probably more of an elementary Titan that didn't know her own power. She was on his side instantly after being released from Skat King. (Oh for skat's sake)

Except maybe making the larger Titan angrier. In fact, she thought Godzilla looked... worried. But whoever did the cave painting - maybe they had transferred their feelings onto Godzilla. Maybe 'they' were worried he was going to lose".

Godzilla had no chance, thats why he evolved. As he saw Shimo in Hollow Earth the first time, since their past encounter, Kong sensed; "Godzilla was not worried, exactly, but not sure. Like in the fight withe machine Godzilla when the metal monster was winning. Except, they haven't even started this fight yet".

Even in his evolved form he is unsure about the outcome of the fight. But Godzilla is fearless.

Many people confuse Godzilla's thoughs on Shimo with Scylla, and honestly based on what we saw of the two, it's more on Scylla's style to challenge and having always an appetite for more radiation...Shimo is essentially this battle weary old war veteran who just wants to be left alone, not willing to be on the center of the action anymore...

Shimo really does stand out on being a mysterious titan. She seems to want power but knows she can't overrule Godzilla.

She's likely a true rebalance, nature caring titan, who only wants Earth safe. Godzilla was also younger, likely immature with his status as King. He saw her trying to gain power, and he saw it as a challenge.

Where she sits now is between Godzilla and Kong. Kong likely sees her as an ally, but Godzilla probably sees her as a threat or rather wouldn't want to start anything unnecessary until necessary.
