She froze Ghidorah because he is a threath for earths nature balance. And nowhere the novel said she needed Mothra or Godzilla to do so. The novel explained she froze him an instant in "a localized, singular event." And nothing in the novel suggest she started the Titan war.

It's explained Shimo is like Godzilla, a protector, yet unlike Godzilla she also a "real worldender", which could motivate the goverments to take over Hollow Earth, as she is considered a greater potential threath for earth's life as Godzilla.

Dude, don't just conclude if Shimo was even in the battle with Godzilla and the other titans against Gidorha, don't give people an unsure information. There are some theories according to the novel that she was never involved in the battle, but unintentionally freezed him whilst 'causing an ice age or something.

From what I've heard and read Shimo did freeze Ghidorah but it wasn’t intentionally. She wasn't even at the battle with Godzilla. My head canon is that during the final battle with Ghidorah, Skar took control of Shimo with her crystal and started the ice age in hopes of taking out both Godzilla and Ghidorah so he'd be in charge on top except Godzilla escaped getting iced somehow. When Skar figured out Godzilla survived he threw Shimo under the bus and Godzilla imprisoned her in hollow earth then Skar and his tribe tried to jump Godzilla when his guard was down but we all know how that went
