According to the Microsoft Docs (The Desktop Window Manager):

"When the DWM is enabled, a window no longer draws directly to the display buffer. Instead, each window draws to an offscreen memory buffer, also called an _offscreen surface The DWM then composites these surfaces to the screen."

If DWM renders everything separately, then why would Microsoft go out of their way to somehow have the mouse cursor affected when it hovers over a rotated window? (since the window rotation is merely a visual effect)

jokes aside, you can actually do this in Linux when running Wayland, specifically with Weston its Ctrl-Alt-titlebar drag. And you can set more precise angles, too.

This kinda reminds me of my middle school days, flipping the whole screen upside down with some key combination and making the teachers (who barely understood computers) panic.

This is legitimately possible in Linux.
With X11 there's the Compiz plugin FreeWindows that allows both 2D and 3D rotation. I don't think mouse clicks get transformed to match up with the rotation, however.
With Wayland using Weston, hold Super (the Windows key) and middle mouse drag the titlebar. :)

This video would've been more realistic if the mouse cursor didn't change, since DWM renders stuff (like windows and the cursor) separately, then composites everything on-screen

I mean, technically this *is* possible... on that one Longhorn build where DCE could do window rotation if I recall correctly.

there's a chrome os shortcut to this:
Ctrl+alt+shift+refresh NOTE: this does a Barrell roll, you can flip the whole screen by removing the alt

The Discord tag is actually hinting at you, that doesn't know its April fools. "mindless".
The function "DwmRotateWindow" actually doesn't exist, it's inspect element.
