Canonically, Chell doesn't talk because she doesn't want to give any of the machines at Aperture the satisfaction of hearing her reply to them. This situation was so damn awkward that Chell didn't want to make it even weirder by not responding.

This is perfect, except for one thing. Wheatley is ALWAYS confident, no matter how right or wrong he is. He absolutely would have steamrolled that conversation into something so much worse than it turned out.
