Another interpretation is that Medusa wasn't a willing participant but Poseidon overpowered her in Athena's tmple. Poseidon and Athena had a long-running rivalry, since Athena won the patronage of Athens which Poseidon wanted. When he lost, Poseidon threw a fit and hit Athens with a huge storm. The city survived via Athena's protection.

Poseidon wanted to take something from Athena, perhaps in retaliation for her victories.

Athena, recognizing that Medusa was a victim of assault, transformed Medusa so that she would not be assaulted again, and could defend herself from those who might attack her for other reasons.

That leaves the Perseus problem: why did Athena send Perseus to kill Medusa? Perhaps because in transforming Medusa, Athena trapped her in isolation from humans. Medusa was considered a Gorgon, but she wasn't immortal like the other Gorgons. Medusa was a human trapped in a monstrous body, surrounded by monsters, getting older and suffering those ever-increasing pains on top of everything that had already happened, but unable to die from old age and unable to be killed by anyone without divine assistance.

I always thought that Greek travelers came back to Greece with stories of a horrific tale of seeing their first black woman with locks and that's why they thought she was a monster with snakes hair. Serious, no cap, I'm not being funny or nothing like that.

Medusa and her sisters where born gorgons in Greek mythology, a later roman writer wrote this version centuries later, hell Athena killed almost the entire Greek army that she previously sides with against her family because a greek SA'd one of Apollo's priestesses who sought refuge in her temple, during the Trojan war, do better
