I got some suggestions from last time so here’s the improved version:

Find a lake and pillar up, make sure to break the blocks beneath you while you’re pillaring up so it will be less obvious.
Once you have your beacon at world height, place chest as a platform because chest don’t render from very far.
Place a target block, dispenser and water in it.
Reason?
The rule is you can’t make a base where you can’t get to the base without placing or breaking 3 or more blocks.

Having a way to get up without placing any blocks will technically make it legal.

Now you have a legal and hidden base, you are sure to respawn at world height and be safe anytime you’re ready to fight.
