Can I use a Cerificate of Application to travel to the UK?

Hello. I’m a non European citizen. I have made an application under EU settelment scheme family permit, and I’m still waiting for a decision by home office. My visa (eu settelment scheme family permit) has expired. But I need to travel outside UK for an important reason. How can I proceed in that case? Because I’m still waiting for a decision by home office, even that has passed more than 6 months by the day I have made the application.
May I enter to UK only with certificate of application and passport (I’m a non European citizen)?
Or I have to apply again for a visa in order to enter in Uk? And what type of visa? I will really appreciate if you help me with an information soon! Thank you
