I speculate he has the rain god fruit. As stated in skypiea, they worship 4 gods, sun, rain etc. We know luffy's fruit turns him into sun god nika as of wano. Since most of dragons apperances are in rain. This is just what i think though but who knows

People don’t understand how powerful this man is….. I bet ODA will state he controls which way each ship goes “wind power” being another reason why people can’t reach the one piece…. And the last poly is engraved into his body.
So in order to get to one piece you have to find dragon which you can’t get to because he controls which way your ship goes and BEATING DRAGON is not in the question…

I honestly believe he is a Logia considering he can create, transform and control it.

On his Debut episode 52 he said right away.. Wind, blow followed by "The storm" we saw exactly what he did on episode 53.

Oda leaves hints everywhere especially with Usopp dancing like Luffy when Luffy awakened Gear 5.

For me in my opinion he is a Logia-Type with Wind power because he can create a storm, rain, lightning, tornado and very strong wind.

Obviously I could be wrong, you must love mystery to try and understand this.

I believe he used be an Admiral and there were 4 elements of matter.

Wind - Dragon - Storm?
Earth - Akainu - Magma
Water - Aokiji - Ice

I think he has one of the four god fruits.Maybe the Dragon Dragon Fruit Model:Ryūjin or Dragon Dragon Fruit Model:Shenlong.Because both are considered bringer of rain and thunder and rain and wind respectively.Will make sense considering his name is Dragon.
