Nice detail centering the vertical dowels when placed, and center the horizontals, by doing a splice with the verticals to one side. Simplifies placement of the verticals.

When you plant the vertical rebar, is that going into the soil in the footing, or is that buried in the concrete foundation that is poured over the footing?

I have my concrete block foundation done and concrete poured in all the blocks with the anchor bolts. What am I supposed to do with the rebar that is sticking up thru the blocks? Cut them off level with concrete or let them run up into the framed wall?

Where do I get those blocks though? Do all cinder blocks come with horizontal notches? I know they have vertical notches.

yes you can. you can epoxy some dowels anr continue your wall. dont forget this kind of changes have to be approved by the enginner and epoxy requires an special inspection

I'm one of those asshole inspectors :)
The issues that show up all the time are grout heights exceeding the low lift height and rebar laps....for all sorts of reasons such as time, rebar length, and even masons not wanting to reach over bar that is sticking out too high. The low lift grout height is the maximum wall height that allows you to see all the way to the bottom of the cell to ensure it is clear of debris. It is usually specified in the structural drawings to be about 4'0" to 5'0". This is not the height of the grout. It is the height of the wall section at the time of grouting. I have had blocklayers ask me if they can lay the block up higher and leave the grout down so that they don't have to strain while reaching over the vertical rebar. This procedure would not be considered a low lift grout and high lift grouting procedures would be necessary. High lift grouting is a pain though because of the additional inspection. It is sometimes nigh impossible, especially on elevator shafts and stairwells. The structural engineer is the one who can change the low lift grout height and I always encourage clients to give them a call. I tell the client that what matters is that I can see the bottom. If I can see the bottom (with a flash light), it doesn't matter how high the wall is. I don't mind them grouting higher but me, the inspector, is not actually the one to make that call.

Horizontal rear should be 1 inch in from the inside of the block and 1 inch down from the top.
