I checked out Turo back in 2019. My wife and I were in Vegas for our 20th anniversary, and I thought about renting something cool for a day. One of the cars I looked at was a 2018 Porsche 911 convertible, and the price seemed reasonable until I got deeper into the booking process. One of the things they expected me to do was have the car professionally detailed after a 4 hour rental. In the end, I went to Enterprise and rented a Mustang convertible and didn't feel bad after driving it though a sandstom in Death Valley.

The difference between Turo and Hertz here is that Turo admits it and collated to clear it up, but in more than one of the Hertz stories they refused to admit their error for months or even years, leaving the customer to face prosecution.

The problem with felony stops is that its not like the person is being accused of hurting someone, or kidnapping someone, or anything like that. Its just stolen property. its a thing that can be replaced. "Why are you pointing guns at us?" "Because we thought you might've stolen something." It's insanity.
