guards respawn, you can farm them for bounty, not to mention you can walk around town stealing items from merchants or picking pockets which both of those also replenish, i have had a higher bounty than this because on one of my play throughs i bet my friend i could get half a million bounty

I don’t count lifetime bounty cuz that includes cleared bounties so not like someone’s gonna come asking for that… I’m not sure but I think it includes other saves
