Iowa actually used to have 100 counties, but Kossuth County (the one pointed out in the video) absorbed Bancroft county in the mid 1800s. They tried to make it 100 again a few years later by creating Crocker County, but it was smaller than the allowed size for a county.
The reason for absorption was because Bancroft county was primarily wetlands and unsuitable for farming.

You don’t need a permit to buy a gun in America. But you do need to complete a background check. Certain states also require you to have a license to carry. And certain states only allow certain specs of firearms.
