Combating Genocide: Reassessing the Fight against the Islamic State

Following a declaration by U.S. Secretary of State John Kerry that the Islamic State has committed genocide, the Institute joined with the U.S. Holocaust Memorial Museum to co-host an April 5 policy forum on efforts to stop the terrorist group. Moderated by Institute Executive Director Robert Satloff, the forum's panel included:

Naomi Kikoler is the deputy director of the Simon-Skjodt Center for the Prevention of Genocide at the U.S. Holocaust Memorial Museum. Previously, she worked as director of policy and advocacy at the Global Centre for the Responsibility to Protect and as a legal fellow with Amnesty International Canada.

James Jeffrey is the Philip Solondz Distinguished Fellow at the Institute and former U.S. ambassador to Turkey, Iraq, and Albania. He also served as assistant to the president and deputy national security advisor in the George W. Bush administration, and as principal deputy assistant secretary in the State Department's Bureau of Near Eastern Affairs.

Matthew Levitt is The Washington Institute's Fromer-Wexler Fellow and director of its Stein Program on Counterterrorism and Intelligence. A former deputy assistant secretary for intelligence and analysis at the Treasury Department, he also served in the State Department and the FBI.
