I know I'm 3 years too late but I finally managed to fix the problem thanks to Martin Descoteaux's comment.
All I had to do was toggle "use default colour settings" in Nvidia control panel (Display > Change Resolution > Option #3). Then before launching the game I had to manually turn HDR on.
Now, in the game, under Options > Video > Basic, there's a setting to turn HDR on (It's right above Brightness). Toggling HDR on also gives you a new setting for changing HDR brightness.
Previously I had tried different Output Colour Format options like RGB or YCbCr422 and the game did not recognise my HDR screen. I had almost given up on it too because in the official list of known issues for FH4 under Win10, it clearly mentions that some HDR monitors are not recognised. 😁

We need a patch for this badly. I'm running the latest version of Windows, latest version of the game, and running on a 2080 ti with the latest drivers and it's still messed up.

U can press CTRL+Shirt+Esc to bring Task Manager but to make that work better Use option Always On Top so next time it will open On Top even if game is in full screen mode. Forza without HDR looks really bad. RGB has better black that YC. Also if you want 4K HDR in Horizon 3 Create custom resolution of 3840x2158 in NVIDIA Control Panel because standard 4K disables HDR for some reason.

Hey man! I just decided to hook up my pc to the tv and flipped the hdr windows in settings and it just switches back to off. Not sure what in doing wrong. Trying to play gears 5

Are you running through a receiver or straight to the tv? I just noticed turning arc off seems to help.

It wasn't working because you cannot do 10 bit HDR at 4:4:4 or RGB unless you're using an HDMI 2.1 port. HDMI 2.0 does not have enough bandwidth.

I have a Z9D with the same issue but this doesn't seem to fix it. HDR works once in a while when I start the game, maybe 1 out of 10 times.

You just need too leave in the default mode in the nvidia control panel.

From personal experience i don't bother with hdr, i managed to get it working on bf1 and it looked amazing but 1080p 120hz is much more appealing!

Dude set your dekstop resolution to 1920x1080! When you go back into forza and the in game is set to 4kHDR it works without the weird color issues. I'm on a Sony X930E set.

Problem is that other games can auto detect it and automatically switch, but this game can't...
