One thing i will say, Tacitus isnt a very reliable source. Im not saying he's wrong in this context however Tacitus often wrote about things he hadnt experienced, based on fairly unreliable second hand accounts, so it is usually wise to take his words with a grain of salt. Especially in regards to events happening in the provinces he didnt live in
