I believe he actually created the black star dragon balls before becoming Kami, because he made them before splitting Piccolo off of himself. He didn't become Kami until after this split occurred.

1. The evil in Kami wasn't uncontrollable. He expelled it so he could become earth's guardian.
2. The black star dragonballs are the same ones we see them use in the beginning of Z. They just changed into that version because Kami and Piccolo fused.

I miss this music in the background when I heard it the first time in GT I was blown away. The piano was a heavily used instrument in GT’s soundtrack & in my opinion many tracks were overlooked. Glad to hear the music playing in the background it brought back so many memories 😂
