The double letter indicates that the preceding vowel remains short even with a following ‘e’.
Mat > mate. Bat > bate. Met > mete. Bit > bite. Dot > dote. Cut > cute.
Matter. Batted. Better. Bitter. Dotted. Cutter.
Travel. Travelled. The ‘e’ after the ‘v’ retains the short ‘e’ sound because the doubled consonant protects it from the lengthening force of the next ‘e’. Otherwise, if spelled as ‘traveled’, it would be pronounced as ‘traveeled’.

As an Aussie Boomer, I found it very confusing when we got American TV shows and moves that referee to Fall.
Because rain falls, snow falls and a leaf falls. It is not clear that it refers to the falling of leaves.

Americans assume it is the same for other places.

There is a real word for the season and not every place in America has a climate that changes sufficiently for leaves to drop off trees.

It seems that in many cases Australian English is closer to British English than to American.
