And holy crap is that hotel easy to get lost in. I spent 20 minutes trying to figure out how to get out. I decided that I didn't need the local map to help, and was determined to do it without it. When I finally broke and decided to use it, it took me another 10 minutes to figure out exactly where to go because the local map doesn't help with multiple floors.

I thought the lower levels might of held a secret an example like a hidden entrance to casino vaults but was cut content not just empty space to fill

Its a shame House filled the lower levels for whatever reason. Him being a logical man he could have used that space for other things, including more casino and hotel space, or even utility stuff.

This leaves out a lot of lore. Mr House didn't do it out of spite or cause he needed a hotel, he did it because the lower sections of the vault stretch underneath the Lucky 38 and thus posed a security risk. He was also going to fill the entire vault, but Sarah convinced him to let her run the upper levels as a hotel and he was gracious enough to agree.

I still dont understand how they have the ability to make giant Neon Signs for specific post war things without the proper equipment to do so, such as the Vault 21 signs

The only hiccup that made it not a control vault was that it wasn’t a control vault.

I think this was one of the most saddest vaults to me. I left always wanting more. I hope to see a Vault 21 expanded mod one day

What would be cool is a mod or expansion for New Vegas where the concrete is broken through (implying the concrete didn't fill the entire lower vault and only filled the doorways) and you can have your own player home or some shit like that.
