Is it possible to use MS To Do on mobile as a task manager in tandem with OneNote? The latter doesn't seem to have reminder or notification functionality.

We much easier it is to say the reminder to Siri, which doesn't require opening any to do app. Soy remind me to buy milk tomorrow at 10 a.m. and the reminder will be saved automatically and will ring at 10 a.m. if you have a third party app such as "Alarmed". And no, you will not have to open the "Alarrmed" app at all once you sync it with the Apple Reminders. Let's say I want to remind myself something while driving. Why do I have to open the Microsoft to-do app and type or dictate a bunch of s*** and then press save?

This is ridiculous! With Reminders all you have to do is press the home button and say remind me to do such and such. Your method is way more complicated and could never be accomplished while driving.
