Those capacitors had to be preloaded with energy to get it to operate without an outside power source and will only last as long as the energy build up in them. If the two 12v motors kept the charge on the capacitors enough to draw a load in an application more than a small motor or led light I’d say it could work but the capacitors would have to be fully energized. Let's figure out how much energy could be stored in the capacitors and the maximum possible working voltage. Since the bank seems to be series-parallel, with 4 capacitors in series, the maximum working voltage is 4 times the single voltage or 10.8 volts. Hooking two capacitors in parallel doubles the capacitance of one capacitor, but hooking two in series cuts the capacitance in half. So each group of 4 has the same capacitance as a single capacitor - resulting in the bank having twice the single capacitor capacity - or 1000 F. Let's assume that the marking is accurate and it is actually 1000 farads.

W =0.5CV**2 joules W = 0.5 x 1000 x 10.8 x 10.8 joules = 500 x 116.64 joules = 58, 320 joules
1 watt hour = 3600 joules so 58, 320 joules is equal to 16.2 watt hours. That is the absolute maximum power that could be stored in the bank. That is not very much stored energy. If that scooter motor was consuming its maximum rated 250 watts (highly unlikely), then the bank could only last a maximum of 16.2/250 or 0.0648 hours or 3.888 minutes. But since it appeared to have little or no load (note that the speed did not seem to drop when the second switch was closed), the charge would last several times longer.

It is impossible to make free energy generator . Energy can't be created and can't be destroyed. Creating energy with out any energy is not possible And getting high energy from low is also not possible. You used a big fully charged supercapacitor bank to power the motors for short period. Then what about law of conservation of energy and laws of thermodynamics?
