I always chose to keep the recording for myself and attain the perk, since it's one of the best in the game for melee/unarmed. Maybe coupled with the fact that I tend to travel alone from midway of a playthrough, I don't rely on companions once I get to certain gear and perks

The perk is actually USELESS for Veronica because it ONLY affects her melee weapons meanwhile she uses unarmed not melee, probably an oversight but it actually makes it completely useless to give to her rather than yourself

I sort of killed the whole brotherhood and then her too for no real reason, at that time i wasn't really thinking on it but playing Dead Money made me really regret it cuz of Christine and Elijah, she doesn't have dialogue for Christine but still, i liked all the characters so i started to feel pretty bad at that point when they were introduced and Christine revealed herself to be her past lover.
I uhh... Ended up killing them both, didn't want to kill Christine but she was too pissed when i lied to her about the elevator she had to took and she was out for blood. Guess the collar didn't matter, she lost her head anyways.

Can you listen to the holotape can she unlock it for you I can't find anything on it or is it just a perk you get and no audio?

That perk is useless since she doesn't use melee weapons.
