Trump rally shooting: SWAT team spotted shooter at least 2 minutes before shots

At least two minutes before Thomas Matthew Crooks fired his first shot he had been spotted by Pennsylvania SWAT team members working with the Secret Service.

The agents inside the Jgr building werent State Police; they were a team from Beaver County, part of the "local" force that covered assignments outside the venue.
State Police and Secret Service were inside the venue only.
Allegedly, there were seperate communications and command center. Which is bonkers, and the SS was no doubt aware of the all the communications. Whether the Command directed or dispatched any resources outside the venue, is another thing.
The Beaver County Swat guy alerted command 3 times, the first time was possibly 20 mins prior . Reported guy checking out roof, included pic .
Guy returns later, has range finder.
No longer a suspicious person, that guy is up to something, prompting the agent, this time, to call command .
The local force outside the venue we know was assigned crowd overlook and traffic, at the least.
Were any personnel from inside the venue dispatched outside, prior to the shots ?
There is video taken after the shots, of a group of SS and State police, the JGR building not far from where they are apparently waiting for something- a police cruiser . It was used to literally smash through a locked gate . In the Eight foot fence, so they could go over to the building, outside the venue.

Why were the caretakers of the man of roof both behavioral psychologists?
Why did leader of the SS took the normal security off of trump and replaced them due to reasons of being overworked.

Rest of the world has no say in USA's internal matters but it has a lot to say in everyone else's matters. For us foreigners whichever of the two wins it's a loss for everyone of us.
