Still water is basically water infested with so much bacteria to the point where everything (apart from heavy items) SHOULD float on top of it. (The bacteria create a barrier between the water and the object meaning the object won’t physically touch the water as it will always be blocked by the bacteria wall).

For people who don’t know:
Hurricane Katrina was in 2005 it was a category 3 hurricane (111 - 135 mph winds) it had strong storm surge and many people died from it, but idk how the water in the prison didn’t evaporate after 19 years

Edit: for people who are confused with it being a category 5 (157+ mph winds), katrina did reach category 5 at some point but it was on sea, when it made landfall it quickly weakened to category 3
