One wouldn't think that Darth Sidious would have love considering that love leads to mercy, which is against the way of the Sith. Well no doubt he could love Maul and Vader for being his enforcers, but not enough to forgive them if they made a mistake. At least not lightly.

Sidious only loved power. More than that, he really valued Maul because he was an investment in time and effort due to the training and indoctrination Sidious instilled in him. Maul grew to become a serious threat to his former Master's galaxy-domination-plan, so serious it forced Sidious to deal with him and Savage personally.

I dont think Palpatine had ever underestimated Maul's devotion and loyalty to the dark side. But his loyalty to his master was questionable after all. The reason is that they share opposing views on how to rule. I mean, Maul is a demolisher, who is eager not only to kill the Jedi, but to make everyone around serve him. Sidious, as it was even mentioned in one your great videos ;), was a creator. He was more careful amd patient about everything, he was calm and cold-blooded. Anakin was something in between, which made him a perfect option. So, Palpatine did not somehow sympathize with Maul, but he valued him as an executive and a vital brick in his new-build Empire.

When everyone says Love. It's not in the way we would love someone. More like a psychopath would "love". It's in a way someone loves their tools or toys. It's not an emotional attachment in any sense. But it's a great fondness, amusement, and seeing potential in them to become sometning mighty and useful. An object of Ego cuz he created such a successful warrior . I'd say he liked and respected maul more than actually loved him. He also admitted that he was impressed he could survive his injuries, and create a criminal empire so quickly. He probably slightly regretted abandoning him for Dooku since dooku was just to replace his favorite tool which (maul being so much younger) had more potential.

Maul had so much potential and the creators really wanted to screw him over. Cut in half, then rose again with tons of potential for a criminal syndicate and to further his power, nope, brother killed, defeated, forced into hiding, then yet again he resurfaces, kills some inquisitors, more potential, nope, killed by Obi-Wan. Mauls story is damn rough.
