Well, in the last five years our little company has written embedded systems code in Rust which looks like C, fiddling with bits and bytes and registers. We have written services in the cloud that looks like Java or some such. Haven't used Rust in the browser Buch yet but some of our code is more or less cut and pasted from Javascript, tweaked to compile as Rust, still looks like JS. So no, Rust certainly is not only a systems programming language. 

Luckily none of our code looks like C++, which after many years use I am very happy to leave behind.
