I just recently found out the guy who wrote this and the first one was the same guy that wrote Scream 1, 2 & 4. Makes perfect sense now.

There could have been a trilogy in IKWYDLS in which JLH and FP Jr. reprise their roles as Julie and Ray respectively.
It is the year 2000 in which Julie has graduated and is now working in real estate. She is still single although she is dating Ray. She is still having bad dreams about Ben Willis even though Ben Willis is totally dead as his body was conclusively buried ignominiously by the U.S Coast Guard.

In late June, she receives a note "I'll Always Know What You Did Last Summer". At first she thinks this is a malicious prank until one of her co-workers ends up dead, gutted by fish hook. Then she calls Ray, who is working the boats, and he arrives at the scene to comfort her. He and along with her try to figure out matters.

After a number of people are either gutted to death or shot with mini-harpoons, the killer isolates Julie on July 4th, 2000 and reveals "himself". It turns out the fisherman was Melissa Egan, portrayed by Anne Heche. Missy explains to Julie, as a prequel segment appears and illustrates, that Ben Willis did not kill her brother David Egan. Instead, as a father figure to both Missy and David (who was engaged to Ben's daughter Susie), Ben was trying to save David from suicide but he was unsuccessful in doing so.

Even though David Egan was unharmed in the car accident that claimed Susie's life, Ben was appreciative of the fact that David did everything possible to save his daughter. As a gesture of his gratitude to David, he gave him a note that read "I Will Never Forget Last Summer" to remind David that it was not his fault that Susie died. Ben knew that David had suicidal tendencies and that note was to encourage David to remember that Ben knew that David was blameless. Missy was unaware that Ben had given her brother that note.

In that car accident, David swerved to avoid a full-speeding car that was occupied by drunk teenagers. Needless to say, Ben developed a hatred for young drunk drivers. On July 4th, 1996, he and Missy Egan drove to the cliff to save David from suicide. Ben leaves Missy in the car and approaches David. While Ben cannot save a drunk David from jumping off the cliff and he almost falls off in the process, he walks to the car and is accidentally hit by the car that Ray is driving.

As the original movie's script plays out, Missy gets anxious and wonders why Ben is taking so long. She gets out of the car and walks in the woods. From the woods, she sees Max pull up in his pick up truck and then leave. Then she sees the four teenagers put Ben's body in Barry's car trunk and drive to the peer. As she walks to the peer but is not noticed by the four teens, she sees them put Ben's body into the water. As they drive away, she jumps into the water to save an unconscious Ben.

Missy further explains to Julie that Missy was aware that Ben wanted to kill Julie in his boat. This is why she was in the position to save Ben for the 2nd time as his body, minus his right hand, was plunged again into the ocean.

Moreover, Missy tells Julie while she had nothing to with Ben's murders and with his attempted murders of Julie and Ray in either Southport or the Bahamas, she could not let Ben's death go in vain. As Missy tries to kill Julie, Ray arrives and kills Missy. Finally, as Missy is dying, she reveals that a cultish union of fishermen know that Julie and Ray tried to kill Ben and that Julie will never be safe from the "Fisherman".

Julie is cursed for the rest of her life. She will never know if or when she will be approached again.

i still remember when i saw this movie back in 1999 and now i came to know that there was no difference in Scream movie and in this movie or may be it is just my own perception. but this movie was really good of that time.
