C1 Noelle is when she become a very consistent and powerful healer, and she really begins to shine as an all around character.
C6 Noelle is basically broken at that point

C6 Noelle is one of the easiest full constellations to get, considering how many banners she’s on, and that you get one of her free at the start of the game. Plus, she can literally be anything on a team.
