She made the structural integrety of the road weaker, you need to add cement below then asphalt on top, by putting dirt, when it will rain, the dirt will allow the water to leak causing to spread to the sorrunding cement, causing the road to crack and expand and contract, in return, creating more potholes and even bumps.
