The president has the right to order the release of nuclear weapons and recommend how they are to be used. It is up to the military to decide if and how they are to be used. I was in the air defence artillery with nuclear-armed missiles. Think about it! Do you wait until the "Commies" are attacking to send a message up the battalion HQ then up to area HQ then up to the Pentagon and finally up the president asking "May we please defend ourselves? " Or do you say, "Things are warming up. We should release a few nuclear weapons for self defence, just in case." (FYI: The only way to stop a nuclear weapon, for sure, is to melt it with an other nuclear warhead.) Just saying. (FYI: Military personnel are last people on God's earth who want to use the "nuclear option". They know what the results are. )
