it didn’t work against jiren because jiren was significantly stronger then goku at the time 😭i know he literally pushed it back with little to no effort but then again yu might be onto something though

TL:DR Not a failed technique, just not used correctly IMO

I wouldn't say it's a failed technique, just Goku failed to use it, or rather circumstances prevented it from being as effective as it should be.

Against Vegeta he did build it strong enough to kill Vegeta but he lost half of the energy after getting hit.

Against Freeza, it just wasn't enough, it could be argued that Goku was too weak to be able to kill Freeza with it (makes more sense when you realise why it worked on Kid Buu), this one was literally used to show just how insurmountable Freeza is. Easier known as they Warf'd it.

Even against Kid Buu it was going to fail until Goku had his energy restored which possibly means if Goku fired it at the beginning of the fight when he had full energy it would have worked.

As for Jiren it failed because Goku wasn't anywhere near his level, but the other possibility is that because of where they were the attack just wouldnt have enough power, it was only drawing on the people in the void.

The only time Goku successfully used the technique, with the right amount of power and the right circumstances was in GT against Omega Shenron, showing that he used it at the right time, under the right circumstances, and showing the bonds he had created across the universe. Aaaaand that's not Canon so...

This definitely wasn't preplanned, by the end of Z akira must have realised spirit bomb hasn't had a single dub yet, so they made the most powerful one by having every human give their energy for it. It's a powerful technique but plot devices deem it an anticlimactic finisher 3/4 times
