Absolutely Cell. Why? While Goku politely asks for any kind of energy, Cell demands stupid energy in specific. Stupid energy is known to be stronger than regular energy. This is counterbalanced by a lower supply due to needing humans dumb enough to provide sufficient amounts while Goku's can get plenty from anywhere in exchange for it being weaker.
