I've had the exact same issue after replacing a faulty ballast (after water leak damage) with a cheap one from ebay. This is not my first ballast replacement, but as you said it's a hit and miss.

Curious if there is a software fix to this or alternatively disable the error completely.

Yes I've also got a 2009 insignia they don't like the cheap aftermarket ballest only the genuine hella ballest will get rid of the fault code it's a really bad design on the prefacelift headlights has the facelift has got the ballest on the back
