Google map has traffic updates that are quite accurate. Here is how it works.
1. Tower Method: As the mobile in the car moves the signal to the tower changes. Looking at the signal strength to the mobile from different towers the position is approximated.
2. GPS Tracking: The location is tracked using satellites and this is a very accurate method.
3. Motion Tracking: Based on the above two methods the motion and corresponding location is tracked. Based on the average data form multiple mobiles moving in the area, location, direction, speed and other parameters are obtained.
4. Government and Other Agencies : Updates such as road repairs, planned diversions, road accidents and other such information are obtained from government or other agencies. Community driven apps like Waze is a perfect example.

Once all this information is obtained the traffic update is fed to the google maps in real time via the internet connection. Based on the info traffic is shown in green to red lines in varying shades. Green denote smooth traffic and deep red denotes a traffic jam.
