I had the same problem. What fixed it for me was the following:

1. Search "regedit" in your start menu and open the registry editor.
2. Go to the path Processor
3. Delete the entry called "Auto Run". (Or remove the value in the Data column)

Hard reset. If it's caused by a virus then it's the only option.

For me the issue was the Windows "Terminal" app, uninstalling that resolved it for me
