How to open and end an application through command prompt! CMD

In this video I tried to show how to open and end an application through command prompt in windows 10.

yes but when i try to use it in .cmd (basicly a command prompt but when u click on it it runs the code) i cant add 2 lines like OBS and streamlabs and if i try to add a taskkill it wont work either

Is it possible to use an application functions through CMD? For example, in VLC open a movie file. I'm hoping to use illustrator via CMD, just some basic functions
