Why the ICC & Interpol disregarding the Philippine constitutional principles and state sovereignty? In Bayan Muna v. Romulo (G.R. No. 159618), the Court of the Philippines emphasized that international commitments must comply with the Constitution and domestic laws before they can be implemented. By extension, Interpol membership does not supersede constitutional due process. Without an enabling law, Philippine authorities cannot legally execute an ICC issued arrest warrant. And by the way Interpol does not have enforcement powers, because Interpol is not a law enforcement agency.
