For the echo section, Luminscale Construct is currently the best option for the freezing frost set by a wide margin, as it provides 553.6% damage at base (with potential for 830.4% if hit during the swing), more than doubling the damage dealt by glacio predator in the same 15 sec window and dealing even more damage than dreamless. Most importantly, you can swap cancel it almost immediately, giving glacio characters access to a heap of free damage with little downside.
