Waluigi in-game has all of Foreman Spikes Construction equipment, and has proved to be a competent Builder himself - he made his own Race Track.
Wario is just unrealistically strong, like insanely strong - as lazy as Wario could be, so much of the heavy lifting would be zero-effort he would still exceed any crew's productivity.
Add to that the Game Theory that their visual design determined the three to be related as the same race/family, that the Wario Bros are the Foreman's Sons, so their family business would have a lot less paperwork for payroll.
This might be Foreman Spike's one smart business decision.

That Foreman Spike voice fits really well and all I know about him is that he doesn't like Mario and Luigi. I think it's the laugh that does it.

Oh my Lord this would be such a perfect way to introduce Wario and Waluigi in another Mario Movie! They already knew each other because Spike hired them after the boys left, and Wario and Waluigi end up finding them and following them into the Mushroom Kingdom and causing havoc.
