if you go to settings on windows 10 > language, then click on the language and click options you can add different keyboard layouts. I added English (american) as the first one. This helped me use my inherent french keyboard.

Many thanks, worked for me! Stupid MS default loads a UK array, during 1st boot, on a brand new Surface with US physical kb. Go figure? Makes it hard to type OOBE\BYPASSNRO to avoid MS Acc setup. Now all done. Again, many thanks
