Lying to reject someone doesn't spare their feelings if they're just going to find out the truth two weeks later. You aren't "letting them down gently", you're just afraid of confrontation. Here's the thing, this makes sense if it's a random guy on the street and you think he might respond violently but Leonard is her friend. She knew his intelligence wasn't the real reason which is proven when she dates someone much smarter than him who she thinks is better looking.

It's similar to telling someone "I'm just not ready for a relationship right now". If they see you in a relationship two days later with someone else, they know you lied to them and they're hurt worse than if you just said something like "You aren't my type."

Penny doesn't owe Leonard or anyone else a relationship but she could at least have the decency tell her friend the truth about why she didn't want him.

I don't understand.
Penny didn't want to date Leonard because he made her feel stupid and inferior to the point she lied to him about her education. And the first thing he did, instead of telling her that it was alright, is telling her she can go back to school, in a way implying that she is indeed inferior to him and needs a degree to "deserve" him. I know it was made with a good mind but that's how it went out. Dave never was like that with her.
So how is it hypocrite of Penny to date Dave and not Leonard ?
When Penny grew in confidence in herself and more, when she saw another side of Leonard than the scientific guy, then she succeeded at dating him without feeling inferior to him.
